Unity and variety: Party systems in a semi-federal political system – The Spanish exceptionalism

The political system of Spain is characterized by two interesting peculiarities: the coexistence of different party systems in the various regions on the one hand and the semi-federal nature of its territorial organization on the other.
It is argued that the plurality of party systems in the regions contributes considerably to the stability of the political system as a whole and has promoted a progressive decentralization process towards semi-federalism.
Dr. Pablo Oñate Rubalcaba ist Assistenzprofessor am Institut für Verfassungsrecht, Politik- und Verwaltungswissenschaft der Universität Valencia. Er hat an zahlreichen renommierten Instituten geforscht, u. a. an der Georgetown University (USA), der London School of Economics und der Universidad Nacional Autónoma de México.
